Supervision and control of over all programs, projects, services and activities of the city government.
Enforce all laws and ordinances relative to the governance of the city and the exercise of its corporate powers provided for under Section 22 of the code, services and activities of the city.
Initiate and maximize the generation of resources and revenues.
Ensure the delivery of basic services and the provision of adequate facilities as provided for under Section 17 of the code.
Exercise such other powers and perform such other duties and functions as may be described by law or ordinance.
Employment and Manpower Section
This Division handles the labor and employment assistance for the constituents of Balanga.
Risk and Management Section
This section shall provide leadership in emergency preparedness, disaster risk reduction, response and recovery for the City of Balanga in order to protect lives and property in the event of natural or manmade disaster and/or emergencies.
Programs and Projects
“Barangay Week” is a collaborative effort between the city and barangay governments to deliver basic services in a systematic way and promote a more harmonious working relationship between the public and private sectors. Conceived in 2007, this was first initiated by the City Government but as the barangays were empowered, Barangay Week Version 2 was launched with the barangays taking charge of the planning and management of the activity. Currently, the program is on version 3 called the “Learning Barangay Week” wherein emphasis is on continuing education for barangay officials (ie. executive management training) and various sectors through specific & relevant training programs.
Search for Best Managed Barangay
The city conducts an annual search among the twenty five (25) barangays (villages) to give due recognition for outstanding performance. It is one way to motivate, inspire and capacitate each barangay towards good governance. The criteria used is based on the Barangay Governance Performance Management System of the Department of the Interior and Local Government (DILG). The search also includes ten (10) special awards encompassing the various facets of governance such as local and fiscal administration, social services, economic development, cultural heritage and environment. This program started in 2008.
Iskolar ng Bataan
This is a scholarship program granted to residents of Bataan. It is open to all high school graduates regardless of age, gender and economic status with the condition that they meet the 80% (2.50) general weighted average (GWA) in their senior high school year. The same GWA is expected from scholars every semester for them to continue enjoying the privilege. Scholars may select any school & degree of two to five years. The current number of scholars is more than 12,500.
University Town Masterplan
The city government has recognized that a university town is not solely dependent on the development of strong academic programs but also in the transformation of the city into a more conducive environment for learning. The city government has embarked on projects which include facilities and activity centers, among these are: the 1,440 sqm. Plaza Mayor, landscaped pocket parks along Capitol Drive, the 750 sqm. City Library, the modern Balanga public market, the Tanato River park, the Wetland and Nature Park and the World War II Museum.
University Town of the Peninsula Foundation, Inc.
Registered with the SEC on September 24, 2012, the University Town of the Peninsula Foundation, Inc. was first launched on November 25, 2011 in Balanga City. Incorporators include key leaders and top businessmen of the province of Bataan. Its goal is to setup a P500M endowment fund within five years through the help of generous donors. The amount raised will be used to finance various education programs of the city government of Balanga which include college scholarships. Currently the Foundation sponsors the college education of nineteen (19) 1st year and ten (10) 2nd year college students enrolled in the fields of Engineering, Accountancy and Education.
University Town Summit
An annual event sponsored by the city government to discuss the latest developments regarding the University Town vision and to foster camaraderie among students from higher education institutions. Now on its 5th year, the Summit is usually graced by well-known speakers in the fields of entrepreneurship, business and personality development. The aim is to push students past the current industrial challenges and prepare them to be globally-competitive professionals.
Currently on its 6th year, the annual Education Summit is an event where teachers and parents of primary and secondary students from both private and public schools come together to share insights and set their commitment and goals for the school year. It aims to prepare both parents and teachers to be better equipped in the management of school resourcess and challenges brought about by various student issues. Experts on education and human development are invited to speak before the assembly.
The Balanga Makerspace is a private initiative conceived by a group of engineering students from the Bataan Peninsula State University. Interest was drawn from the need to form a community of thinkers and creative people whose talent can be tapped to build startup businesses that can address local and international problems in the knowledge-based world of the 21st century. It aims to provide a space where people of all ages can come to share ideas that could translate to real products or services and hopes to help build a vibrant community where “makers” work together to share skills and build economic and social value.
Project Duke is a Public Private Partnership that was formed to help assess the needs and formulate interventions for the out-of-school youth (OSY) in Balanga. A collaboration among the city offices on Education and Excellence Development, Social Welfare & Development, the City Library and the Project DUKE Team composed of businessmen & educators, the program includes ten (10) modules on having the proper mindset, being knowledgeable on effective learning tools, skills development and identifying job opportunities. The project has changed the outlook of the OSYs and gained their commitment in contributing to attain the city’s vision.
