The City of Balanga, as the capital of the Province of Bataan, is envisioned to become a first-class educational community – a model community with the finest facilities, modern technology and an environment conducive to learning, where education pervades economic and social life. We believe that access to modern technology could gear us faster towards realization of the City’s vision to become a World-Class University Town by 2020. The City of Balanga has initiated different programs that would cater to the needs of its people in terms of advancement in Information and Communication Technology, or ICT.
The local government focuses its thrust in improving its services to maintain public trust. To carry out these goals, there are various areas, which need to be addressed.
Vision/ Mission Statement
The Management Information Services Office (MISO) – the primary department of the City on Information Communication Technology (ICT) primarily charged with developing, maintaining and directing the use of systems and hardware components of ICT projects of the City. It serves as the lead implementer of all ICT Programs.
o To develop computer awareness and improve the quality of services to the people in terms of effective and efficient operations.
o To support the revenue-generation efforts of the City Government.
o To create a centralized data base information system.
o To promote the City of Balanga through print, broadcast television / radio and the World Wide Web.
To develop, enhance and institutionalize a centralized computer-based information system in the city leading to the computerization and automation of different operations, systems and procedures which will encourage strategic planning and implementation, effective resource allocation and faster communication links between departments bringing about better services to the general public, increased productivity and revenues.

The Management and Information Service Office staff is committed to continual self-improvement and to providing service that exceeds clients’ expectations. These commitments require our staff to be results-oriented, respectful, persistent, diligent and proactive in the provision of services.
MIS Divisions and their functions
System division supports service by maintaining, operating, developing and enhancing these information systems. MIS provides a full range of functions associated with the design, development, enhancement and support information technology systems hardware, software applications and communications. This includes the planning and definition, analysis and development, testing, implementation, operations and maintenance of systems as well as user assistance and help desk support and management information reporting.
As the information arm of the City Government of Balanga, the focus of the Promotion and Advocacy division is to carry out MIS mandate on information dissemination, publication of promotional materials and Press Releases. Those are important to achieve and maintain the MIS excellence in information dissemination.
Network and technical operations division provides technical support for the network as well as services for the repair and upkeep of eligible hardware, wire and cable maintenance, basic technical support and configuration changes. Those technical support will help maintain the reliability and availability of the city’s technology network and IT capability.
Programs and Projects
eLGU is a five-year program that includes in-house computerization and automation of internal processes and services of departments of the City Government. It aims to attract large groups of investors, promote transparency and faster delivery of services, and provide a tool for easy planning, decision-making and monitoring.
COB News Network is an online broadcasting community program that air using various platforms like YOUTUBE, Facebook, Local Radio Channel under Ka Elias Live Program and Cable TV-Channel 46, discussing related issues on governance, social services, gender and development (GAD), city programs and projects, etc…
Ka Elias Live Radio Program Daily broadcast aired on Power Radio 104.7 and Smile Radio 97.3. This program runs from 7-8am and 9:00-10:00am respectively. The aim of this program is to inform the listening public on the current news and updates regarding the city government’s present plans and programs. This is also our avenue to conduct radio forums and one-on-one interview of city officials to clarify certain issues, especially as regards the legality of implementation of certain city policies and programs.
TEaCHnology is a project that integrate the use of modern technology in education. This is in view of making the educator and the learner computer literate, thus, making information dissemination and communication fast and efficient.
